Senior's Lodge Development Investment Opportunity

Project Overview
The Parksville Seniors Lodge will provide 71 self-contained units consisting of bachelor, one-bedroom and two-bedroom configurations. Consistent with facilities for seniors providing congregate or "independent" living, there will be on-site dining services, laundry and cleaning services, and organized activities. Limited resident convenience services such as a two-seat beauty parlour and small convenience store will also be included.
The five properties to be consolidated front on McMillan Street and will constitute a consolidated site of approximately an acre. The property is adjacent to the Downtown Core, Development Permit Area 1.
The Lodge design adheres to the area Development Permit (DP) form and character guidelines. The site steps down the hill and as such the development has been broken into two structures connected by a lobby and a second storey tearoom.
The form and character is residential in nature with pitched roofs, residential style features and colours. All parking is below grade with a convenience drop-off at the main entrance. The site will be extensively landscaped and the majority of the large existing trees will remain.
The City of Parksville will also allow the strata and sale of the units provided the hospitality services remain
The need for seniors care and housing in CENTRAL VANCOUVER ISLAND
Parksville has a much older population than most Municipalities in the Province. One in 3.5 people in Parksville are over the age of 65 years, while the provincial ratio is 1:8; the City of Victoria's ratio is 1:5. This means not only has Parksville grown, but has grown in a very particular way. The over 65, age group is the fastest growing group. Some 50% of the City's population is over the age 45.
Vancouver Island Health Authority (VIHA)
VIHA identifies in their Health Services Plan 2000 - 2015 that the situation is already of considerable concern. VIHA states:
"Over the next 15 years, the total population in the Region is expected to increase by about 37 percent to approximately 325,000, making Central Vancouver Island one of the fastest growing regions in B.C. The projected growth patterns differ significantly in the different communities throughout the Region.

Independent Living
Until recently, there were few community-based options between individual home care and a residential (licensed) facility. Independent living, (often referred to as "supportive living", "assisted living", or "congregate care"), is primarily housing with supportive services making it possible for seniors to live independently, at "home", for a longer period.
In an apartment setting, individuals can enjoy the opportunity for socialization but maintain the privacy of their own suites. Health Care services, such as home care nursing and community rehabilitation, are brought in as required by the Vancouver Island Health Authority.
The other primary components of Independent Living include the following:

- Fully self-contained apartments of varying size, designed to accommodate some level of adaptations for use by persons with limited disabilities.
- Common dining room
- Common recreation and social spaces
- 24 hour emergency response
Hospitality Basic Services Included in Rental Fee:
- Weekly light housekeeping / laundry
- Social / recreation programs
- Two or more meals a day
Services Available on an Additional Fee for Service Basis:
- Additional meal service
- Assistance with shopping
- Transportation
- Personal laundry service
- Underground Parking
